
Ministry to Mexico began in 1991. It all started with a dream that God gave Joe. In this dream, Joe saw the word ‘Pemex.’ It was a very clear dream, but he did not know what it meant. In 1991, Joe, along with his pastor, another brother from the church, and a pastor from Enid, traveled to Harlingen, Texas. They ministered there before going across the border into Mexico. Once they were in Mexico, Joe saw a filling station. The sign above it read, ‘Pemex.’ Immediately, Joe knew that this was the same word he saw in the dream. This was a confirmation that God was with Joe to minister in Mexico. The four men traveled and were scheduled to speak at pastors’ and leader’s conferences in three different villages. However, they experienced severe weather conditions; a hurricane was hitting the area in which they were traveling. As they drove along a road to the first village, it began to rain very hard. Water began to wash in torrents across the road in front of them. When the driver tried to go through the water, the van they were in began to sink. The team managed to get out of the van and swim out of the water. They spent the night on the side of a mountain. In the morning, they were rescued by some Mexican Christians from the village.
The four men were able to go ahead and minister at the meetings in the three villages. Joe prophesied over a man in that village that God had given him an apostolic anointing to build churches. God later fulfilled that prophetic word.
Several years later, when Joe was ministering in the churches of Northern Ireland, he had a vision while praying in tongues. As he was walked and watched the sheep there, he thought about Psalm 23. It is then that Joe had a vision of a man named Ricardo who pastored a church in Mexico. Joe had met him at a ministers’ conference in Canada a few years before. The Lord told Joe to email Pastor Ricardo and tell him that he was on his heart and that the Lord was encouraging him to travel to Mexico. Little did Joe know that Pastor Ricardo was organizing a ministers’ convention at that time. He invited Joe to speak at that convention. Joe has been speaking at this minister’s convention for several years now. God gave Joe a word of knowledge for an elder in Ricardo’s church. God was calling him to be a pastor. A few years later, he pioneered a new church. Recently, Joe and Joyce visited this church in Mexico City. It is thriving. Over 100 people now attend that church.
Joe also prophesied over a couple in Stillwater that God would fulfill their hearts’ desire to establish a work in Mexico. This word came to pass after 7 years. The couple moved to Mexico in order to minister to the Mexican people. They started a Bible School with the help of another team. Now they pastor a church in Puerto Penasco.
Joe and Joyce minister in several cities in Mexico: Queretero, Puebla, Monterrey, and Mexico City. Joe has also ministered in Victoria, Chiapas, Tuxtla, and Arriaga. God has really opened up a major door in the nation of Mexico. It is amazing how God begins to work as He gives the vision to minister the Word of God at a particular place.
